Systematization of practical experience in the management of vulnerable consumers and fuel poverty

Energy poverty is a factor of social deprivation that is affecting an increasing number of households throughout Spain. The consequences of two crises, almost chained in time, have led us to a scenario of unparalleled social and economic crisis. This means that there are a significant number of households which cannot afford to pay for electricity. The main objective is to provide social workers with specific tools for tackling energy poverty, as well as to involve them effectively in the specific design of measures that will allow for a proper assessment of situations of vulnerability. These will allow these people to be protected so that they can continue to receive a basic service such as the supply of light.
