From flexible retirement to reversible retirement
An analysis of the Draft Royal Decree for its implementation and develpment

Flexible retirement, introduced in Spain in 2002 to allow the combination of a pension with part-time employment, has remained a residual option. The draft Royal Decree transforming it into “reversible retirement” seeks to revitalise the scheme by broadening the range of permissible working hours and introducing economic incentives. However, the suppression of the possibility of recalculating the pension on the basis of new contributions significantly reduces its attractiveness, particularly for early retirees who have historically constituted its main user profile. The compatibility regime is scarcely modified, and fragmentation persists with other schemes such as active retirement or deferred retirement. Although official forecasts estimate more than 30,000 beneficiaries within the next five years, the reform raises more questions than it resolves and highlights the need to design genuinely flexible pathways between work and retirement.
