NEW FORMS OF METROPOLITAN GOVERNANCE

OBSTACLES AND OPPORTUNITIES FOR THE CENTRAL AREA OF ASTURIAS

Abstract

The inability, due to being rigid and imposing, to address the problem of large supra-municipal urban agglomerations of the figure specifically envisaged in the Spanish territorial administrative architecture, the metropolitan area, has led to the search for alternative solutions, through organizational structures with more or less degree of enforceability, territorial or strategic planning tools, either in isolation or in combination. Asturias addresses a new attempt at the inescapable planning of its central metropolitan territory, and the question of its governance arises in a context of distrust of the councils regarding the Autonomous Administration and little culture of inter-territorial cooperation. In this work, the different formulas and their qualities are analyzed to take advantage of the current favorable conditions and place the Central Area of ??Asturias in a position comparable to the European metropolitan areas.
