THE REFORM OF LOCAL GOVERNMENTS IN SPAIN

A LOST OPPORTUNITY TO ACHIEVE A COMPETITIVE AND SUSTAINABLE LOCAL PLANT?

Abstract

After successive preliminary drafts, drawn up one after another over the course of more than a year, in July 2013 the Government of Spain finally approved a text that addressed the partial reform of the Spanish local regime under the name of Law of Rationalization and Sustainability of the Administration Local. The debate, as you might imagine, was served from the beginning. And, certainly, the text finally approved, Law 27/2013, of December 27, although it incorporates important measures especially from the logic of the financial sustainability of local farms, is far behind in the background and in the form of the first drafts known. And of course it is still far from having solved the challenges that the local Spanish plant presents and that, unlike other European countries (Greece and Portugal significantly) has not gone through the reduction in the number of local entities.
