Abstract

The 2018-2021 State Housing Plan includes, among others, the aid program for promoting the construction of housing for elderly people. Considering its current regulation and the management of aids by the Autonomous Regions, we find some
limitations that prevent this program from achieving greater effectiveness. There are also some limitations derived from the concept of decent and adequate housing, and from the urban regulation that has a close relationship with the right to decent and adequate housing, as it generates land for social housing.
